It is full-time (40 hours per week) with State Benefits.

This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.

These Engineer II positions will write, review, confer, and negotiate the terms and conditions contained in Air Quality Permits issued by the Division of Air Quality Central Office Permitting Section under the authority given in 15A NCAC 02Q.0500 (Federally approved Title V Operating Permit Program) and 02D .0530 (Federally approved PSD Preconstruction Permit Program) as well as 02Q .0300 (Federally approved State Construction and Operation Permitting Program).

Section personnel will work with technical industry personnel; consultants; attorneys;
Department staff; other Federal, State, and local authorities; representatives of environmental advocacy groups, media; the general public; and others deemed necessary.



Key Responsibilities

  • Review permit applications and prepare subsequent Title V and New Source Review/Prevention of Significant Deterioration (NSR/PSD) Permits and provide detailed supporting technical reviews.
  • Review Notices of Intent to Construct (NOIs) and Applicability Determinations and subsequent issues of official DAQ responses to such requests.
  • Participate in applicable NAA-NSR/PSD Pre-application Meetings and various internal DAQ Work groups as well as participating as a presenter in conferences or workshops.
  • Perform various TV Permitting Section processes such as updating events in PAM, ESM, and Documents Modules in IBEAM as required;
    Participation in at least two source inspections (accompanying the Site Inspector from the Regional Office) per review cycle and answering miscellaneous questions from the regulated community and public, as necessary, or refer comments to the appropriate party(ies), such as the Public Information Officer at the Raleigh Central Office, for response.
  • Participate in special projects and assignments as necessary to support Division Management.

The Division of Air Quality (DAQ) works with the State’s citizens to protect and improve outdoor (ambient) air quality in North Carolina for the health, benefit, and economic well-being of all. As a part of the Department of Environmental Quality, DAQ also enforces State and Federal air pollution regulations. The General Assembly enacts State air pollution laws, and the Environmental Management Commission (EMC) adopts most rules dealing with air quality.
